Exemptions related to the passenger service (P) endorsement application process

What could I be exempt from?

We take the safety of everyone on our roads very seriously. You can apply for an exemption to the passenger endorsement application process when you are confident that:

  • you have enough overseas driving experience to ensure safety on New Zealand roads.

When would I apply for an exemption related to a passenger service (P) endorsement?

  • To recognise your overseas driving experience (two years driving experience on a full car licence is the minimum needed).

What do I need to provide?

Complete and print the application form and attach any supporting evidence. The application fee is $27.20 (non-refundable).

Overseas experience:

  • Your original overseas driver licence.

  • An original Certificate of particulars*if your overseas licence doesn’t have an issue date.

  • An original translation if your overseas licence or Certificate of particulars is not in English.

*this is what you must ask for from the appropriate overseas office.

Presenting an approved course certificate for heavy vehicle licence class:

  • Your original Driver licence and endorsement certificate issued to you by an NZ Transport Agency-approved course provider.

  • Your original overseas driver licence.

  • Your original course study guide and self-assessment documentation.

Note: the granting of an exemption does not automatically grant a passenger endorsement.

You'll need to download the Application for an exemption form (DL4), complete it and send it in to us with your payment of $27.20.
