Cycling is a critical component of Rotorua’s economic development with The Redwoods and Whakarewarewa mountain bike trails attracting around 200,000 visitors each year. Rotorua has already invested in a number of on-road cycle facilities and shared paths connecting key routes.
The Urban Cycleways Fund will accelerate and substantially complete the city’s urban cycling network, ‘Cy-Way’ by 2018. The Cy-Way programme will comprise over 23km of shared paths. Plans for the proposed network include introducing slower driving speeds along the route, new signage, and education and promotion programmes in schools and workplaces. The programme aims to be a catalyst for more people to choose to walk or cycle to work, to school, to shops and for recreation, as well as to tourism attractions.
Wider investment will continue beyond 2018 to further refine and expand the primary cycleway corridors.

Rotorua Cy-Way
This project comprises 23.7km of cycleways and shared paths that will provide Rotorua with a connected cycle network. Key routes include a link from Western Heights and Koutu residential areas to the CBD, a circuit from Western Heights through Pukehangi, Sunnybrook and Utuhina to the CBD, and connections to the Lakefront area and through the city centre. The CBD and Lakefront links will connect to an existing cycling network covering the airport and eastern suburbs, and links to mountain bike trails, The Redwoods and BMX recreational facilities. New infrastructure will be complemented by lower driving speeds, signage, education and promotion.
Benefits
The completion of Rotorua’s primary cycling network will provide easier and safer access for people cycling to school, with almost 14,000 students within 500 metres of the primary cycling network. The completed network is expected to increase cycling from the suburbs within 20 minutes of the CBD, aiming to achieve 10% mode share for cycling to work and to school. The network will also have benefits for tourism and economic development by furthering Rotorua’s reputation as a cycling destination and recreation-friendly city. The Rotorua Cy-Way network is expected to attract around 1700 users a day.
Construction beganis anticipated to begin in April 2016late 2015 and will be completed by June 2018.mid-2018.
